The 5-Year Electrical Installation Inspection — What You Need to Know

The mandatory electrical installation inspection is a topic that many property owners forget about — until a problem arises. Meanwhile, Polish law clearly stipulates that electrical installations must be inspected at least every 5 years. Neglecting this obligation not only carries the risk of a fine but can have serious consequences in the event of a failure or fire.

The obligation to carry out periodic electrical installation inspections stems from several pieces of legislation:

Building Law (Article 62, Section 1, Point 2)

Under the Building Law, the owner or manager of a building is required to conduct an inspection at least once every 5 years to verify the technical condition and fitness for use of the building, including the electrical and lightning protection installations.

Regulation of the Minister of Infrastructure

The regulation on the technical conditions to be met by buildings and their siting specifies the requirements for electrical installations and defines the standards that must be met.

Standard PN-HD 60364

This standard sets out the detailed requirements for the testing and measurement of electrical installations, including measurement methods and permissible parameter values.

Who Must Have the Inspection Carried Out?

The obligation applies to all owners and managers of buildings, including:

  • Owners of detached houses
  • Housing associations and cooperatives
  • Owners of commercial premises
  • Managers of commercial buildings
  • Owners of industrial facilities

Important: The obligation rests with the property owner, not the tenant. In practice, however, inspection costs may be included in service charges.

Who Can Carry Out the Inspection?

An electrical installation inspection may only be performed by a person holding the appropriate qualifications:

  • SEP licences (Association of Polish Electrical Engineers) in category “E” (operation) and “D” (supervision) — for carrying out measurements
  • Construction qualifications in the installation speciality covering networks, installations and electrical and power engineering equipment — for preparing the periodic inspection report

Only a person with construction qualifications can sign the periodic building inspection report required under the Building Law. However, protective measurements may be taken by a person holding SEP licences.

What Does the 5-Year Inspection Cover?

A comprehensive electrical installation inspection consists of two main parts: visual examination and measurements.

Visual Examination

  • Checking the condition of the main and floor distribution boards
  • Assessing the condition of sockets, switches and light fittings
  • Verifying circuit and protection labelling
  • Inspecting the condition of cable insulation (visible sections)
  • Checking the correctness of protective (PE) connections
  • Assessing the accessibility and signage of the distribution board

Protective Measurements

  1. Insulation resistance measurement — checking that the cable insulation is not damaged (minimum value: 0.5 MΩ for circuits up to 500V)
  2. Shock protection effectiveness measurement — verifying that a protective device (RCD or circuit breaker) will operate in the event of a fault
  3. Earth resistance measurement — checking the quality of the earth connection
  4. Fault loop impedance measurement — verifying that the fault current is sufficient to trip the protective devices
  5. RCD testing — testing RCD operation at rated current and within the normative time
  6. Protective conductor continuity measurement — verifying that the PE conductor is continuous from the socket to the PE busbar in the distribution board

What Does the Inspection Report Look Like?

Upon completion of the inspection, the electrician prepares a report containing:

  • Building and owner details
  • Date of the inspection
  • Scope of tests and measurements performed
  • Measurement results referenced against normative values
  • Assessment of the installation’s technical condition (positive/negative)
  • Recommendations for necessary repairs or modernisation
  • Details and signature of the person who carried out the inspection

The report must be retained for the entire period of the building’s use and presented to inspection authorities on request.

How Much Does an Electrical Installation Inspection Cost?

The cost of an inspection depends on the size of the property and the scope of the tests. Approximate prices in Silesia in 2026:

Consequences of Non-Compliance

Neglecting the obligation to inspect the electrical installation can have serious consequences:

  • Fine from the County Building Supervision Inspector — up to PLN 500 (fine proceedings) or significantly higher penalties in administrative proceedings
  • Court fine — if the case is referred to court, the fine may reach up to PLN 5,000
  • Criminal liability — in the event of a fire or accident caused by a faulty installation, the owner bears criminal liability

Insurance Consequences

  • The insurer may refuse to pay compensation if a fire or failure occurred in a building without a current installation inspection
  • The absence of an inspection report may be treated as contributing to the damage

Practical Consequences

  • Inability to detect faults early
  • Increased risk of electric shock
  • Increased fire risk
  • Higher repair costs in the event of a serious failure

How Often Should an Inspection Be Carried Out?

The Building Law stipulates a minimum of every 5 years, but there are situations where an inspection should be carried out more frequently:

  • After any serious installation failure
  • After flooding of the building
  • After renovation work involving the electrical installation
  • Before purchasing a property (as part of due diligence)
  • When changing the use of the building

For industrial facilities and public buildings, inspections may be required more frequently — even annually.

How to Prepare for an Inspection

To ensure the inspection proceeds smoothly, it is worth preparing in advance:

  1. Provide access to the distribution board — make sure the distribution board is freely accessible
  2. Prepare documentation — installation diagrams, previous reports
  3. Ensure access to all rooms — the electrician must check sockets and switches in every room
  4. Switch off sensitive equipment — brief power interruptions may occur during measurements
